Sen. Louis Luchini, D-Ellsworth, sponsored the bill. He said he believes primaries would be more accessible to voters.
Luchini said that some of the complaints voters had with regard to holding caucuses included long lines and traveling long distances.
"We felt people chose not to vote because of the hassle and that's what we're trying to fix by moving to a presidential primary," Luchini said. "It's far more flexible to people's lives and work schedules and schedules with their kids. It makes it much easier for people to cast their votes."
Luchini said that he hopes holding primaries will increase voter turnout.
