Salvation Army officials in Bangor said they fell short by nearly $7,000.
"It helps funds programs throughout the entire year, not just around Christmastime," said Kettle Coordinator Sean Larcombe.
Officials said online shopping, recent store closures and storms during the holiday season might have played a role.
The public can still help by donating to the Salvation Army online, at their 65 Park St. office, or by mail at P.O. Box 1101 in Bangor.
