She was broken three times in the match Wednesday, including the opening game.
Begu made 28 winners to only 13 for Radwanska, but also had 38 unforced errors.
Fifth-seeded Angelique Kerber of Germany also advanced to the third round of the Australian Open with a 6-3, 6-1 win over Lucie Hradecka.
Kerber, who will turn 25 on Friday, took advantage of some erratic serving Wednesday by her Czech opponent to break Hradecka six times in the match.
Kerber had a strong performance in Grand Slams last year, making the quarterfinals at the French Open, the semis at Wimbledon and the fourth round at the U.S. Open.
