Tiered Lobster License System Recommended

Augusta -  A new report is recommending a tiered licensing system for Maine's lobster fishermen.
The Gulf of Maine Research Institute suggests four tiers of commercial licenses, each with different amounts of allowed traps.
 
Currently most Maine lobstermen are limited to 800 traps.
 
Under the new plan the amount of traps would be based upon a fisherman's historical usage instead.  
 
The institute says many lobstermen don't use all of their allocated trap tags, but if the tags were put into use, severe overfishing would be the result.
