That's why Governor LePage is forming a new committee to review the states animal cruelty laws.
It will also come up with ways the state can better respond to reports of animal abuse.
The committee will include a district attorney, veterinarians, animal control officers and others.
Governor LePage issued an executive order this week to create the committee, saying the increased number of reports of animal cruelty is straining both human and financial resources.
Animal welfare officials said they seized more animals because of animal cruelty in December than they did in all of 2016.
