They were out there yesterday using a bucket loader after thawed ice from Friday's milder temps broke apart and jammed in the river Sunday.
Residents said within minutes the water rose at least six feet, flooding basements, restaurants and the parking lot. It also pushed huge chunks of ice with it.
At least a dozen cars were left frozen in place, with the water up almost to the windows on many of the cars.
Wayne Hyde, The Wharf, said "It was probably three to four feet above my head, the ice. And I was standing over here so we said alright let's start moving cars. So we got cars out of the way. There were some people tooting horns trying to get people out of the buildings."
Officials say the water should begin to recede over the next few days.
